Dr. Hilary Brown has been active in the field of regional and international development for the past 20 years, and is currently the Programme Manager, Culture and Community Development, at the CARICOM Secretariat. In this position, Dr. Brown is responsible for development, advocacy and integration, with respect to the culture, youth and gender programmes in the CARICOM region. This includes the coordination of several regional activities, including Reparations for Native Genocide and Slavery, CARIFESTA, the CARICOM Youth Ambassador Programme and gender mainstreaming in Community projects and programmes. Prior to her current assignment, Dr. Brown served as Project Manager for a regional CARIFORUM project in cultural development funded by the European Union (1998-2002), and also held the position of Information Attaché at the Embassy of Jamaica, Washington DC for three years. Dr. Brown also previously taught courses in media, communication and culture at the University of the West Indies, Mona Campus and has authored several papers on Caribbean media, music, festivals and creative industries. Dr. Brown has a Ph.D., in International Communication, from Temple University, USA. On Music and the arts Dr. Hilary Brown is the Programme Manager for Culture and Community Development at the CARICOM Secretariat where she supports cultural and artistic development in CARICOM Member States. Hilary Brown is a classically trained musician in piano and has been playing the steel pan for more than 25 years. Dr. Brown plays the tenor pan and has previously served as musical arranger for the Panoridim Steel Orchestra, UWI Mona and the Church of the Ascension Steel Orchestra in Jamaica and played with Pan Masters of Washington DC.
